MBBS v10 Beta R31 released

Hi All,
MBBS v10 R31 is available for download with the following changes:
- Fixed SMTP attachment bug
- Added versioning info to WGSERVER.EXE
- Fixed bug causing console window to be minimized on launch
- Fixed setup bug causing BBS to not start (Full installs only)
