Development Document

as per request of a few i am reformatting the development document from word 6.0 to RTF readable by wordpad.
some emailed me saying they couldnt load word 6.0 documents.

i use microsoft office 2007 and i do believe openoffice by java can open this but to be safe i will format it for standard RTF
