What is the best way to move a wg 3.x system to a new box without having to set-up everything again and without losing messages in the forums, email, etc?

Reinstall the WG base system to the Windows box so it will function as a service properly, then copy your existing WG over the new install. I just recently had to to that when I lost a HD on my server, I keep a backup of my WGSERV directory, so after I installed WG on the new HD, I just copied the backup over the old one. Worked fine. The only messages I lost were those after my backup. If you copy yours off just prior to the move you should be ok.
